The Elevating Work Platform Association Yellow Card is a nationally recognised operator training program. The Yellow Card program is designed to ensure that the holder has been trained in the safe use and operation of various types of elevated work platforms.
PURPOSE OF TRAINING
WHS Act 2011 throughout Australia requires that operators of Elevating Work Platforms (EWP's) are fully aware of safety considerations and potential hazards prior to operating and that all employees and employers must meet their 'duty of care'.
The Elevating Work Platform Association of Australia (EWPA) has developed a nationally recognised operator training program known as the 'Yellow Card'. It has been developed in line with and maps directly to Nationally Recognised Training (NRT) 'RIIHAN301D Operate elevating work platforms'. Additional to the NRT unit, specific industry content has been added further covering safety, hazard evaluation, pre-operational checks and recognition of individual operation of EWPs boom type, truck mount, trailer mount, vertical mast, scissor type and for any other EWP type of any height that do not require a specific national high risk licence to operate.
Upon successful completion of the program, applicants will receive a 'Yellow Card' that acknowledges attainment of the EWPA Yellow Card Duty of Care Training Unit as well as a record of the type of EWP practical training was conducted on. Successful applicants can seek a statement of Attainment of the RIIHAN301D through the EWPA or a registered training organisation.
Importantly this card provides documentary evidence for employers that operators have undergone relevant training which assists them to comply with their WHS obligations.

To provide the skills and knowledge required to safely operate EWPs boom type, truck mount, trailer mount, vertical mast, scissor type and for any other EWP type of any height that do not require a specific national high risk licence to operate.
UNDER 18 APPLICATIONS
Minimum age to obtain a Yellow Card is 14 years & 9 months (subject to each state regulative body). Applicants under 18 years of age will have a Restricted Yellow Card issued, marked with an R. The restriction will only allow the Operator to operate an EWP under direct supervision of an Unrestricted (over 18) Yellow Card holder of the same EWP class. When an operator turns 18 and has held their Restricted Yellow Card for 3 or more years (from the date of training), they will require refresher training before the EWPA will issue them with an Unrestricted Yellow Card. If a restricted operator turns 18 and is within the 3 year period, the operator will need to contact the EWPA to organise issue of an Unrestricted Yellow Card.
Training and Assessment can only be completed by an Accredited Trainer (AT) registered with the EWPA who has the following qualifications:
Certificate IV in Training and Assessment TAE40110
WP High Risk Work Licence; Statement of Attainment in Licence to operate a boom-type elevating work platform (boom length 11 metres or more) TLILIC2005
Work safely at heights RIIWHS204D or equivalent
Construction Induction Card / White Card
EWPA Yellow Card Duty of Care Training unit
Upon request, the Trainer can produce their EWPA Accredited Trainer card.
The training environment should be a controlled area conducive to training. It should not have excessive noise and a Hazard Assessment shall indicate that the area is a safe environment.
EWP’s USED FOR TRAINING/ASSESSMENT
All EWP‟s used must be in good working order without fault or defect. The logbook must show currency in Maintenance and Faults/Problems and Action Taken must show that the EWP is not defective.
Scissor lift and Vertical mast type EWP‟s are unrestricted to type, platform height and weight.
Self-propelled, Trailer Mounted and Truck Mounted Boom type EWPs used for training purposes should replicate the machinery applicants are expected to operate, therefore should be trained on a boom type below 11 metres height or reach.
METHOD OF DELIVERY
The training will be delivered in the following methods: Visually, Verbal explanation, Demonstration, Observation.
It is at the discretion of the Accredited Trainer (AT), that a verbal assessment can be undertaken for applicants whose writing skills are poor or inadequate. The applicant must still be able to understand the English language. Prior arrangement or a separate appointment may be required for verbal assessment.
TRAINING AND ASSESSMENT TIMING
Training and Assessment time is flexible; however it is expected to take a minimum of four to six hours for a single module to be completed. This time may vary according to group size, prior knowledge and experience. For example, if the training session was completed in a shorter period of time for one of the previous reasons, AT's should detail the reason in the AT comments section on page 9 of the application document. It is at the discretion of the AT that the knowledge assessment shall be completed in a reasonable time dependent on circumstances.
TRAINER TO APPLICANT RATIO
It is recommended that group size should not exceed ten applicants per one AT. If group size exceeds ten, employing multiple EWP‟s of the correct type and engaging an additional AT or competent person to supervise in conjunction with the lead AT is encouraged.
AT‟s should document the use of additional trainer‟s and/or EWP‟s on the application document for auditing purposes.
